Open access solar is a regulatory mechanism under India's Electricity Act that allows grid-connected consumers with a contract demand of 1,000 kVA or above to procure electricity directly from a solar energy plant of their choice — instead of relying solely on state distribution companies (DISCOMs). It enables businesses to access cheaper, cleaner power without building or owning a solar power plant themselves.

A Solar PPA (Power Purchase Agreement) is a long-term contract between a solar energy plant developer (like AVCO Energy) and a consumer or group of consumers. It defines the price per unit of solar electricity, the tenure of supply (typically 15–25 years), and the terms of delivery. Under a Solar PPA, you enjoy fixed or pre-agreed tariffs — far lower than grid rates — for the duration of the contract, with no capital investment required.

In the Group Captive model, multiple businesses collectively invest in a solar power plant through a Special Purpose Vehicle (SPV), with each member holding a minimum 26% equity stake. AVCO Energy arranges the remaining 74% of project funding. The participating companies must collectively consume at least 51% of the power generated. This structure qualifies all members for open access benefits including cross-subsidy waivers and additional surcharge exemptions.

A business typically needs a sanctioned contract demand of 1,000 kVA (1 MW) or above to be eligible for open access solar in India. However, under the Group Captive model, smaller consumers can pool their demand together to meet this threshold collectively.
